Expensive Ethiopian Electric Service Property Purchased Waste Wasted

Addis Ababa: March 30, 2014  The Office of the Auditor General of the Federal Republic of Ethiopia (FDRE) has announced that it has been wasted due to non-use of valuables at four centers of the Ethiopian Electric Service.

 

The House of Peoples' Representatives Standing Committee on Public Expenditure Management and Control discussed with stakeholders the Ethiopian Electric Service Property Management Audit Report.

 

The Standing Committee discussed the performance and effectiveness of the asset management performance report for the 2012/13 fiscal year.

 

According to Damte, Deputy Auditor General of the Federal Republic of Ethiopia during the discussion, ÷ The Ethiopian Electric Service has been exposed to a number of shortcomings.

 

He said the audit was conducted from 2010 to 2012 at the office of the Ethiopian Electricity Logistics, Property and Facilities Directorate at four centers on economics, efficiency and effectiveness.

 

He said the service has issued a policy and directive to manage assets in 2006, but the directive has not been implemented in Gofa Central Warehouse, Kotebe Vehicle Maintenance and Transport Administration, West and South Addis Ababa District Warehouses.

 

He said the audit team has lost a lot of resources due to poor management of its huge, large and expensive assets in the Gofa Central warehouse.

 

He said millions of valuables had been lost and stolen due to a lack of emergency inventory in all four warehouses.

 

For instance, 8,601 items purchased at the Gofa Central Warehouse at a cost of over 7,500,000 birr have been stored in warehouse number two for more than 15 years.

 

Similarly, 3,595 vehicle parts have not been serviced in the warehouse for more than 13 years.

 

On the contrary, over 35 million birr has been paid for vehicle rent; The vehicles in operation also reported that the fuel gauge gauge did not work properly.

 

He said the audit found that large amounts of expensive property were being looted in the South and West Addis Ababa districts.

 

He also said that property is being wasted due to lack of proper supervision and monitoring to prevent permanent damage to property.

 

He said the audit found that more than 5,000 items were stored at the Gofa Central Warehouse, of which only 651 were damaged and more than 59 million birr was damaged.

 

He said the audit found that two V8 and one vehicle were missing from the vehicle. According to ENA, the location of the property, the duration and the system are prone to damage and are difficult to control.
